What We Need

The Council has embedded a set of competencies across the organisation. Each employee is assessed against these competencies and has a personal development plan linked to the Council’s objectives and our community plan, to help them learn and grow.

The Council also operates a Performance, Development & Competency Scheme (PDCS). You’ll be expected to demonstrate your abilities within the framework and to demonstrate a commitment to continuous professional development.


What we need

At this level, we have high expectations of our leaders. The competencies for these roles are:

Leading a Department:
Motivates and empowers others to reach organisational goals, role modelling behaviour where difference is not considered a problem.
Communication & Persuasion:
Able to put across arguments in a convincing and compelling way, convincing or impressing others in ways that result in acceptance, agreement or behavioural change.
Customer Strategy:
Builds and maintains effective services and relationships with a broad range of customers and the wider community, inviting customer scrutiny as part of continuous improvement.
Interpersonal Awareness:
Interacts with others in a sensitive and effective way, demonstrating a high degree of emotional intelligence. Respects and works well with a range of people to maintain the “Public Service” image of the Council.
Creativity & Innovation:
Creates new and imaginative approaches to work-related issues, identifying fresh approaches and showing an ability and willingness to question traditional assumptions.
Strategic Decision Making:
Analyses issues quickly, breaking them down into their component parts, making systematic and rational judgements based on the information available. Demonstrates a readiness to make decisions, taking the initiative and spurring others into action.
Leading Change:
Readily understands and anticipates the need for change, with the ability to establish a sense of urgency and common purpose around transformational change.
Maximising Business Effectiveness:
Understands and applies business and financial principles, viewing business issues in terms of costs, income generation and added value.
